OverviewReporting to the Touro University Vice President for
Technology/Chief Information Officer (VP/CIO), and under the
supervision of the Provost for Touro University Nevada (TUN), the
Touro University Deputy Chief Information Officer (Deputy CIO) for
Touro University Nevada is responsible for the planning,
development, and use of information technologies, resources and
services that will align with and enhance the mission of Touro
University Nevada and Touro University overall. The Deputy CIO
oversees the TUN IT department. However, the scope of the Deputy
CIO position is campus-wide for TUN, cutting across all divisions
and schools, and includes participation, where appropriate, in
various aspects of IT operations and development across Touro
University. The position is part of the Touro University IT Senior
Management Group (ITMG) and the Senior Leadership Team at
TUN.Located in Henderson, Nevada, approximately twenty-five minutes

Responsibilities:Leadership
- Responsible for supporting, safeguarding, and fortifying Touro
University IT and Information Security policies at TUN.
- Responsible for coordinating the evaluation, deployment,
operation, and management of IT systems throughout the Nevada
campus to support regional business while collaborating with
university central IT.
- Ensure consistency with Touro University centralized IT
services, policies, and procedures.
- Collaborate with the Touro VP/CIO to develop and maintain an
effective IT organizational structure that meets the needs of TUN.
Additionally, establish departmental goals, objectives, and
operating procedures, and regularly assess the department's
performance, including evaluating user satisfaction.
- Develop a vision for future technology applications and
proactively undertake a planning process, coordinated with Touro
central IT, that regularly evaluates existing technology,
information systems, and staffing and identifies opportunities for
improvement.
- Gather and analyze the changing requirements of users and
develop an IT environment that responds to campus needs and
provides effective, reliable, and dependable performance, including
data analytics across systems.
- Research and actively maintain familiarity with the latest
computing, networking, classroom, and instructional technologies
regarding their applicability to the needs of TUN.Budgets &
Contracts
- In collaboration with the Touro VP/CIO and the Provost for
Touro University Nevada, develop and manage the capital and
operating budget for TUN IT, incorporating it with the overall
university information technology budget.
- Propose policies, standards, specifications, and IT solutions
consistent with Touro system standards that maximize effectiveness
and minimize costs related to their acquisition, implementation,
and operation.
- Evaluate the connection of outside IT services to TUN, to
assure system compatibility, compliance with Touro University and
TUN policies, and TUN IT's capacity to provide support.
- Recommend and coordinate all projects related to selection,
acquisition, development and installation of major information
systems with the Touro Vice President for Technology/CIO and
Provost for TUN.
- Manage relationships with IT suppliers to take advantage of
opportunities for savings and system improvements.Operations &
Management
- Manage day-to-day operations of TUN IT, including recruitment,
hiring, training, directing and developing staff, and providing
coaching and mentoring to ensure that the staff has skill sets that
address current and emergent needs.
- Ensure all information systems and networks operate according
to the following standards: internal TUN, Information Security,
external accrediting agencies, regulatory agencies, legal
requirements, and Touro standards.
- Collaborate closely with the internal audit team, central Touro
leadership and the CISO to resolve any findings. Ensure compliance
with IT governance policies, purchasing policies, strengthening
controls, etc. and driving continuous improvements in risk
management processes.
- Manage IT training resources that provide support for all
users.
- Oversee and manage the correction of any system failures.
- Direct process improvement efforts and establish standards to
develop efficiency and excellent service delivery.
- Oversee the communication of IT policies, procedures and
documentation to the TUN campus.Privacy, Security & Disaster
Recovery
- Collaborate with the Touro Vice President for Technology/CIO
and the Touro Chief Information Security Officer to implement and
monitor internal controls and adherence to university
policies.
- Communicate requirements for IT security and privacy and
develop and maintain rigorous processes for managing campus IT
assets to ensure the security and privacy of all associated
systems.
- Collaborate with the Touro CISO to act as the HIPAA Security
Officer for TUN.
- Provide oversight for quality assurance of organizational data
and ensure confidentiality.
- Develop, manage and test TUN IT disaster recovery
plans.Community
- Participate in the Touro University IT Senior Management Group
and the TUN Senior Leadership Group.
- Where appropriate, represent TUN on additional university-level
committees, task forces, and working groups involving IT.
- Where appropriate, represent TUN on higher education technology
industry organizations, associations, and societies.
- Work collaboratively with campus stakeholders to address
challenges, explore opportunities, and facilitate institutional
success.
- Contribute to the high-level, institutional decision-making
process by offering insight, analysis, and recommendations derived
from a thorough understanding of technology trends in higher
education, TUN needs, and campus capabilities.
- Foster transparent and timely communication to help support a
well-informed campus community.
- Articulate information technology goals and objectives to
existing and potential donors regarding donations involving the
same.General
- Perform other duties as assigned.QualificationsMinimum
Qualifications
- Bachelor's Degree in Computer Science, Information Systems or a
related field (graduate degree preferred)
- 5 years of IT administration management-level supervisory and
leadership responsibilities managing and/or directing an IT
operation, preferably at a higher education or similar
institutionSkills & Prior Experience
- A record of professional experience that demonstrates
progressive responsibilities and accomplishments in leadership
roles in information technology.
- An understanding of current trends in information and
telecommunications services and a proven track record of leveraging
enterprise administrative software solutions for the
organization.
- Demonstrated ability to participate effectively as a member of
a collaborative and collegial team and to interact effectively in a
culturally and ethnically diverse community.
- Demonstrated experience in IT project planning, budgeting and
management, policy development, process transformation, and
personnel management.
- Demonstrated experience in managing, directing and motivating
personnel with diverse experiences and strengths in a complex,
consensus-based setting.
- Experience overseeing the implementation of learning
technologies in traditional and digital teaching and learning
spaces.
- Ability to formulate strategy and policies and take immediate
actions in response to emergent opportunities and threats in a
complex environment.
- Experience in implementing enterprise-level security
initiatives.
- Proven skills in budget preparation and monitoring.
- The ability to set and manage priorities that are aligned with
the overall TUN and Touro University system goals, as well as
experience in negotiating with vendors and contractors.
- Strong analytical, problem solving, interpersonal,
verbal/written communication, budget preparation, presentation,
organization, management and negotiating skills.
- Incumbent must successfully pass a background check.
